Drone warfare, past and future



The advent of unmanned aerial vehicles (UAVs), commonly known as drones, has revolutionized modern warfare. From their early inception to their current sophisticated applications, drones have become pivotal in military strategies worldwide. In the context of the ongoing conflict between Ukraine and Russia, drone technology has not only transformed combat tactics but has also spurred a technological arms race, leading to rapid advancements and countermeasures. This article delves into the history of drones in warfare, examines the competitive development between Ukraine and Russia, assesses the current state of drone technology, and explores the future implications of drone warfare on global conflicts.


A Brief History of Drones in Warfare


The concept of unmanned flight dates back to the early 20th century. During World War I, the British Royal Flying Corps developed the first known military drone in 1917, a remote-controlled UAV designed to attack German airships.  In the interwar period, the UK developed the “Queen Bee,” a biplane converted for radio-controlled operations, which led to the term “drone” being coined. 


World War II saw further advancements with the German V-1 flying bombs, early cruise missiles used in terror bombing campaigns.  The Cold War era introduced more sophisticated UAVs for reconnaissance purposes, culminating in the use of drones like the “Pioneer” and the “Hunter” during the Gulf War in 1991 for surveillance missions. 


In the early 21st century, drones became integral to military operations, particularly for targeted strikes and intelligence gathering. The U.S. military’s use of armed drones in conflicts in the Middle East exemplified this shift, highlighting the strategic advantages of UAVs in modern warfare.


The Ukraine-Russia Conflict: A Catalyst for Drone Innovation


The ongoing conflict between Ukraine and Russia has underscored the critical role of drones in contemporary combat. Both nations have extensively utilized UAVs for reconnaissance, artillery spotting, and direct attacks, leading to a rapid evolution of drone technology and tactics.


Ukraine’s Drone Strategy


Ukraine has leveraged a combination of domestically produced and imported drones to enhance its military capabilities. The Turkish-made Bayraktar TB2 has been particularly effective, conducting surveillance and precision strikes against Russian targets.  Additionally, Ukraine has innovated with the deployment of naval drones equipped with satellite internet systems for attacks on Russian naval assets, demonstrating adaptability in integrating new technologies into warfare. 


Russia’s Drone Utilisation


Russia has also advanced its drone capabilities, deploying UAVs for both offensive and defensive operations. The use of Iranian-made Shahed-136 kamikaze drones has been a notable aspect of Russia’s strategy, targeting Ukrainian infrastructure and military positions.  Furthermore, Russia has developed electronic warfare systems to counter Ukrainian drones, employing jamming technologies to disrupt UAV operations.


The Technological Arms Race: Drones and Countermeasures


The conflict has spurred a technological arms race, with both Ukraine and Russia striving to outpace each other in drone development and counter-drone measures.


Recent innovations include the development of fiber-optic and AI-enabled drones. Fiber-optic drones maintain secure connections through hardwired cables, making them resistant to jamming. AI-enabled drones can autonomously continue missions even when communication is disrupted, enhancing their reliability in contested environments. Ukraine’s National Guard has begun adopting these advanced drones to improve precision and extend operational range. 


In response to the proliferation of drones, both sides have invested in countermeasures. Electronic warfare systems capable of jamming GPS and communication signals are commonly used to neutralize enemy UAVs. Additionally, anti-drone rifles and other kinetic solutions have been deployed to physically intercept and destroy drones. The development of these countermeasures has become a critical component of the military strategies of both nations.


Assessing the Current State of Drone Technology


As of early 2025, both Ukraine and Russia have made significant strides in drone technology, each with its strengths and challenges.


Ukraine has demonstrated ingenuity in integrating commercially available technologies and developing indigenous solutions to enhance its drone capabilities. The collaboration with international partners and the rapid adaptation of emerging technologies have enabled Ukraine to maintain a dynamic and responsive drone program.


Russia’s approach has focused on deploying a variety of drones, including loitering munitions and advanced reconnaissance UAVs. The integration of electronic warfare capabilities to counter enemy drones has been a notable aspect of Russia’s strategy. However, the reliance on imported drone technology, such as the Iranian-made Shahed-136, indicates areas where domestic development may be lagging.


The Future of Drone Warfare


The advancements in drone technology observed in the Ukraine-Russia conflict are likely to influence future warfare globally.


As drone technology becomes more accessible, non-state actors and smaller nations may acquire advanced UAVs, potentially altering the balance of power in various regions. The diffusion of drone technology could lead to more asymmetric warfare scenarios, where traditional military advantages are mitigated by the effective use of drones.


The increasing use of drones raises important ethical and legal questions, particularly concerning targeted strikes, civilian casualties, and the autonomy of lethal systems. International frameworks governing the use of drones in warfare may need to be updated to address these challenges, ensuring compliance with humanitarian laws and the ethical use of technology.


Transfer of technology to wars elsewhere


The evolution of drone warfare, exemplified by the conflict between Ukraine and Russia, highlights the transformative impact of contemporary drone technology in wars worldwide. Weapons always proliferate. Soon, conflicts across the world will employ drone technology, particularly as drones have the potential to be very cheap. This may result in deterrence of Great Power involvement in foreign conflicts, as the relatively low price of drones balances the scales between combatants with more resources and those without. Alternatively, the Great Powers may themselves develop massive drone armies capable of flying with artificial intelligence and without an operator, creating a dystopian future in which wars are fought without combatants: only victims.
